Dr. Howard received his veterinary degree from Michigan State University in 1975. After completing a small animal surgery residency at Cornell University in 1980, Dr. Howard accepted a surgical position at the Oklahoma State University College of Veterinary Medicine. This was followed in 1982 by a similar appointment at the newly established School of Veterinary Medicine at the University of Wisconsin in Madison (UWSVM), where he remained until 1989.

Dr. Howard attained board certification by the American College of Veterinary Surgeons in 1986. He received a Master’s of Science degree in Veterinary Science at the University of Wisconsin in 1989 and a Master’s of Science degree in Veterinary Forensics from the University of Florida in 2015.

Dr. Howard relocated to Burlington, Vermont in 1989 and established the Vermont Veterinary Surgical Center (VVSC), the first veterinary practice in the state of Vermont that operated solely as a referral center. Dr. Howard enjoys all aspects of small animal surgery and has developed special interests in trauma, oral, and reconstructive surgery. Dr. Howard works extensively with law enforcement and search and rescue canines.

Dr. Howard is a current member of the Vermont Veterinary Medical Association (VVMA) and the New England Veterinary Medical Association. He previously served as president of both organizations. Dr. Howard is also a member of the American College of Veterinary Surgeons. In 2006, in recognition of his contributions to the veterinary community, Dr. Howard was awarded the VVMA’s most prestigious honor, the Dave Walker Award. Dr. Howard was also recognized by the Vermont Police Canine Association in 2007 for his many years of service to law enforcement canines.

Dr. Howard’s non-veterinary interests are varied. He is a retired professional ski instructor, a Master Instructor for the Professional Association of Diving Instructors, and a member of the Colchester (VT) Technical Rescue Team. Dr. Howard is also an Angel Flight pilot; as a volunteer with this organization, he provides free-of-charge flights to children and adults so they can access crucial medical care otherwise not available to them.

In 2016 Dr. Howard began working, and helped launch the surgery department, at Capital District.
